When spam filtering is set, a mail scan rule executes the following filter order:
  1. Spam filtering (Configure Anti-Spam Filtering) of incoming messages based on Approved Senders and Blocked Senders (when enabled) or the Trend Micro Anti-Spam engine.
  2. Web Reputation (Configure Web Reputation).
  3. Scan Options filter enabled.
