Simplified VPC proxy configuration by removing the automatic NO_PROXY connectivity check.

Enabled SSE-KMS encryption (with Bucket Key) on the stack resource bucket and SSE-SQS on the VPC Flow Logs event queues to comply with AWS Control Tower policies. Supporting IAM KMS permissions have been added for affected roles.
