Navigate to the following URL:

http://www.apple.com/business/vpp/
Sign in with your Apple account and download the service token file from the Apple Volume Purchase Program web portal.
On the Mobile Security administration web console, go to Applications → Enterprise App Store → iOS.

The iOS Enterprise App Store screen displays.
Go to Volume Purchase Program (VPP) Management → VPP Setting.
Upload the token file you downlaoded from the Apple web portal in the field provided, and wait until the upload completes.
Click Sync Now.
