Mobile Security enables you to reclaim all the licenses from a user.

On the Mobile Security administration web console, go to Applications → Enterprise App Store → iOS.

The iOS Enterprise App Store screen displays.
Click the Volume Purchase Program (VPP) Management → VPP User List.
Select the users from the list, and then click Retire.
Click Close on the User List screen.
