Changing NAT Rule Priorities

Go to Gateways → (Selected Gateway) → NETWORK → NAT.
Select the check box of the NAT rule priority you want to change.
To rearrange the order, select Move and use the operators (Up, Down, Top, Bottom) above the NAT rules list.
