Exceptions are only supported for:

Exchange Server 2016
Exchange Server 2013 SP1 or above
Exchange Server 2010 SP3 or above.

Server roles

In Edge server, ScanMail cannot obtain sufficient information from Windows Active Directory to implement attachment blocking policies.
Exception rules will not be applied in Store Level real time scan, manual scan, and scheduled scan.
Exception rules only display on the Summary screen for transport level real time scan.
On store level scan and edge servers, only the global policy is applied.
