Trend Micro recommends that you first create
a policy that imposes the strictest rules for as many targets (users
or endpoints) as possible. Then create policies for a few endpoints
or users as the exception from “All Endpoints” or “All Users.”

If you purchased DLP Network Monitor, you can define separate
polices for network monitoring.
Although the process of setting up policies is the same whether
you set up an endpoint agent policy or a network agent policy, the
available options on the screens differ. Consequently, adding policies
is split into two procedures:
